US senators are working through the weekend for the initial time since the government shutdown began over a month ago, but hopes for a bipartisan agreement on how to resolve the impasse appeared to diminish as Republican senators floated a proposal toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Proposal from Golf Course
As Saturday's meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators praised the plan, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the consumer," one senator stated.
Another senator praised Trump's suggestion on online platforms, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Opposition senators shared concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been defeated by voters and Congress."
Another senator reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."
Continuing Talks
The Senate adjourned without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a handful of moderate Democrats to end the closure in exchange for a future vote on the ACA payments.
One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an proposal to reopen the government and continue the subsidies for a year.
Another senior Democratic senator persisted in maintaining that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the subsidies.
"Doing nothing is irresponsible because citizens will go into debt, people will lose insurance, people will get sicker," the senator stated in a floor speech. "That is what will happen if this Congress does nothing."
Political Dynamics
None of the Republican senators seemed to address the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.
Some analysts indicated that the essence of such a plan would remove the ACA's requirement that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that failed to secure enough support in 2017.
